From January 1, 2025, the VAT on roughage and bedding materials, such as hay, straw, and flax, will increase from 9% to 21%. We are happy to tell you more about this change and the reasons behind it. We also have some tips to help you save costs!

Why was the VAT rate on roughage and bedding materials 9%?

The low VAT rate of 9% was originally applied because these products were primarily used for livestock at home. It was not uncommon in the past to keep a pig, cow, or other livestock at home for personal meat or dairy. Nowadays, animals are increasingly kept as hobbies, such as alpacas, goats, beautiful cattle, or horses that are stabled at home. Over the past fifty years, the role of these animals has changed. They are no longer products but pets and are considered full members of the family.

The Tax Authority has therefore decided to lift the exemption for this group (among other reasons). After all, why should there be 21% VAT on dog food, but only 9% on roughage for horses? While this is a legitimate question, it does mean that all costs associated with keeping a horse will significantly increase.

Tips to save costs

Fortunately, there are a few ways to save on roughage and bedding. Here are some tips:

  1. Pay attention to the quality of your roughage
    It can be tempting to buy cheaper roughage, but lower quality roughage often leads to waste, resulting in higher consumption. Additionally, this is less healthy for your horse, which can lead to illnesses. And the veterinarian is much more expensive than good roughage. Cheap is often expensive in the long run.

  2. Feed in a way that reduces waste
    Do not feed loose on the ground, but use a feeding trough or net to prevent the roughage from being trampled.

  3. Save on bedding
    Flax can be a good, budget-friendly option. You can lay a base layer of 3-4 bags of flax and only scoop out the really wet parts and manure from the stable. Weekly, you then top up the stable with one new bag. Many stables are still completely emptied, often throwing away dry bedding on the manure pile.

  4. Stock up
    Finally, you might consider stocking up on roughage and bedding before January 1, 2025. This way, you can still benefit from the low VAT rate of 9%.
